Thoughts;
1.) Email every member in question. 2.) Find out if they're just a casual member or intentions of becoming a tournament players 3.) Make the final cut list based off of responses 4.) inactive casual members don't hurt us but if they have zero intention of becoming active members then whats the point? Posting once a week isn't a difficult task. 5.) I'd make a public post for the cut list and give everyone a week to respond before removing them as SCP members.
Your thoughts?

Members have access to our threads and conversations. If they have no intention of being involved in our group and/or participating with us, then they should not be privy to what we say or do. As an admin, April can see how long someone has been inactive. It should be pretty easy to cut people out, simply based on that.

I agree with Tex. SC Punishers isn't asking for blood (that I know of) just participation. A club has members and members contribute to the value of the club. If after alerted to the participation policy and people still lurk around without any intention of joining then they should be get scrubbed.
